Optimizing business environment is a major decision made by the Party Central Committee and the State Council under the new situation. In recent years, the Party Central Committee and the State Council have attached great importance to the reform and optimization of the business environment, and intensively issued relevant policies and measures. In October 2019, the State Council promulgated the regulations on optimizing the business environment. In May 2020, the CPC Central Committee and the State Council issued the opinions on accelerating the improvement of the socialist market economic system in the new era.

Port business environment has become an important yardstick of business environment in a region. In recent years, the Party Central Committee, the State Council and relevant ministries and commissions have attached great importance to the construction of port business environment, and have successively issued relevant policies and measures to promote the facilitation of customs clearance, clean up and standardize port charges, and optimize the port business environment. In October 2018, the State Council issued the work plan for optimizing the port business environment and promoting cross border trade facilitation. In June 2019, the General Administration of customs, together with 10 relevant departments including the Ministry of finance, the Ministry of natural resources and the Ministry of transport, jointly issued the notice on accelerating the improvement of the level of customs clearance facilitation. In August 2020, the national development and Reform Commission, the Ministry of finance, the Ministry of transport and other seven departments jointly issued the action plan for clearing and standardizing the charges at maritime ports.

On April 21, the China Port Association issued the report on port business environment 2020 (hereinafter referred to as the report) at the fourth meeting of the eighth member congress, the fifth session of the Eighth Council and the eighth session of the eighth Standing Council《 The report comprehensively introduces the current situation of China's state-owned business environment, systematically combs the progress and effectiveness of China's port business environment promotion in recent years, objectively evaluates China's port business environment, and finally summarizes and refines the practices and typical cases of China's major port enterprises in deepening the reform of "deregulation, management and service" and optimizing the business environment, And the future port business environment is prospected.

The report shows that in 2020, the port optimization of business environment in China has achieved positive results: first, the port operation market will be further opened. The market of wharf, tug, cargo handling and shipping agent is fully opened, and the port fully respects the autonomy of the shipping company or shipping agent to select tug company and cargo handling company. Second, the efficiency of port operation and port facilitation have been continuously improved. The average level of crane operation efficiency is basically about 30 natural boxes / hour. The loading and unloading efficiency of automatic wharf keeps up with the world record. The average time of lifting and unloading containers in coastal main ports is shortened to 22 minutes, and the port operation efficiency has been in the world leading level. Third, the port business model is constantly innovative and the service level continues to improve“ The pilot operation of import direct lifting and export direct loading mode effectively reduces the cost and time of customer logistics; Service commitment, standard measures of port operation time limit, and good customer service experience; The intelligent gate construction effectively shortens the speed of the collection card gate; Port acceptance service platform, eir platform, card collection reservation platform and other port service levels have been significantly improved. Fourth, the level of port intelligence and information technology has been constantly improved. The automation terminal has played a good demonstration effect. The automation terminals in Nansha phase 4, Tianjin Port North Xinjiang and other automatic terminals are accelerating the construction. The number of automatic container terminals is the first in the world, leading the new trend of port development. Fifth, port charges continue to be at a lower level in the world. The container handling fees of the main ports in China have been maintained at 470-510 yuan / box for many years, lower than those in Europe and the United States and the surrounding countries and regions, and the free storage period of container goods and the reduction of the storage fee are also offered.

Next, on the basis of consolidating the achievements of the previous stage reform, China's ports will further deepen the reform of "release management services", continue to make efforts to create a world-class port business environment and promote the high-quality development of China's port and navigation. First, we will continue to deepen the simplification of port administration and decentralization, and promote the reform of administrative examination and approval and supervision system. Second, further optimize the customs clearance process and continuously improve the efficiency of port clearance. Third, we will promote tax reduction and fee reduction accurately, and truly improve the sense of enterprise acquisition. Fourth, we will continue to speed up the construction of port information and improve the service level of ports. Fifth, further accelerate the development of port multimodal transport and improve the port collection and distribution network. Sixth, actively serve the national strategy and help to form a new development pattern.
